I think the difficulty of puzzles in this genre is impacted heavily by the solver's familiarity and comfort with certain patterns and techniques, so grading difficulty is hard. This one does use some common yet non-trivial deductions, so it'd be tougher for someone who doesn't know them, but straightforward for someone who does.
